  • The Railway to the Rice Country: Nagpur–Chhattisgarh and the Famine Question

    In the previous article we discussed about the Great Famine of Southern India in 1877 and the role Bellary-Hubli Railway played in mitigating that famine by providing famine relief work as well as transportation of food grains from the surplus areas to the famine hit regions. In this article we will discuss how a railway which was earlier conceived for some other purpose was later built as famine relief railway.

    In the summer of 1877, an extraordinary movement of grain was taking place across the Central Provinces.

    The Chhattisgarh plain was not itself facing the devastating scarcity that afflicted large parts of southern and western India. It was, instead, one of the great grain-producing regions of the Central Provinces, and its rice and other food crops were being carried westward towards districts where famine had created an urgent demand for food.

    But there was a problem: the grain had to travel by bullock cart.

    The scale of this movement reveals just how important, and how inadequate, the existing transport system could be. At the toll gates of the Great Eastern Road, as many as 36,000 carts were recorded in a single week in 1877, carrying grain from the plentiful Chhattisgarh harvests of 1876 and 1877 towards the famine-stricken regions of southern India and the Deccan.

    There was food. What was desperately needed was a better way of moving it.

    It was in this setting that the story of the Nagpur–Chhattisgarh Railway acquired a significance far greater than that of an ordinary railway construction project. Its origins actually predated the great famine — but the famine demonstrated, with devastating clarity, the importance of connecting the rice-producing plains of Chhattisgarh with the wider railway network.

    The railway that eventually emerged would become one of the foundations of the Bengal–Nagpur Railway system, and during later famines it would become a major artery through which food could be moved across central and eastern India. Yet its story also reveals an important paradox of India’s railway age: a railway could make it possible to move food into a famine-stricken region — and at the same time make it easier for food to move out of a region whose own people might later need it.

    A note on how to read this history

    It is tempting to describe the Nagpur–Chhattisgarh Railway simply as a product of the Famine Commission’s recommendations. The chronology tells a more complicated story.

    The idea of a railway from Nagpur towards the eastern districts existed as early as 1863, more than a decade before the great famine — surveys and proposals predated the Famine Commission, and construction began in 1878, around the time the first Famine Commission was being established. The safer interpretation is that the famine did not invent the railway idea; it transformed the urgency and significance of the project already on the table. That distinction matters, because it shows how famine policy, commercial development and railway expansion became genuinely intertwined in nineteenth-century India, rather than the railway simply being a direct famine-relief invention.

    Before the Railway: Nagpur and the Eastern Districts

    The idea of connecting Nagpur with the eastern districts of the Central Provinces was not originally conceived as a famine-relief railway.

    In 1863, Richard Temple, then associated with the administration of the Central Provinces, prepared a detailed report on a proposed tramway between Nagpur and the eastern districts. His assessment was practical rather than humanitarian in framing: the line was intended to connect Nagpur with the country lying towards Raipur and the eastern districts, and to open the commercial possibilities of a region whose transport depended heavily on carts and pack animals.

    The traffic already moving towards Nagpur was considerable — lac, tussar silk, shellac and other products were carried by thousands of carts and pack bullocks, and Temple also noted the region’s agricultural resources and indications of coal and iron deposits. But a bullock cart could carry only a limited load, and its progress depended heavily on the condition of the road and the season; during the rains, heavy traffic became particularly difficult.

    Temple’s proposal belonged to the wider nineteenth-century colonial idea that railways could transform the economic geography of inland India. But the Government was not prepared to finance the project itself. In 1864, it recorded that although Temple’s report was considered an able one, it was not prepared to undertake the tramway through its own officers or at public expense — private capitalists willing to construct the line could expect Government support and approval instead.

    The proposal remained on paper. The railway to Chhattisgarh would have to wait.

    The Famine Changes the Question

    The situation changed dramatically during the famine of 1876–78.

    The famine devastated large parts of the Madras Presidency, Bombay Presidency and the Deccan. The Central Provinces occupied a different position — Chhattisgarh possessed substantial agricultural resources and could produce considerable quantities of rice and other food grains. The challenge, therefore, was not production. It was transport.

    The experience of 1877 demonstrated the scale of the problem. The old road network was suddenly being asked to perform a task for which it had never been designed: carrying enormous quantities of grain across hundreds of miles to areas suffering from acute scarcity. The Imperial Gazetteer later recorded that the plentiful food crops of Chhattisgarh in 1876 and 1877 were carried along the Great Eastern Road towards the famine-stricken districts of southern India and the Deccan, with as many as 36,000 carts passing the toll gates in a single week in 1877.

    This was an extraordinary logistical operation, and it also provided a powerful demonstration of what a railway could achieve. A railway would not create grain, and it would not create a harvest — but it could change the distance over which grain could be moved economically, rapidly and reliably.

    The Nagpur–Chhattisgarh Railway should not simply be described as a railway created by the Famine Commission. The famine transformed the context and urgency of a question that already existed: the experience of moving Chhattisgarh’s surplus grain by thousands of bullock carts made the limitations of the existing transport system impossible to ignore.

    Building the Nagpur–Chhattisgarh Railway

    Construction of the Nagpur–Chhattisgarh State Railway began in 1878. Unlike Temple’s original proposal, this was a Government railway, built as a metre-gauge line and operated as part of the Indian State Railway system, moving eastward from Nagpur into the agricultural country of the Central Provinces.

    The first section reached Tumsar, about 53 miles from Nagpur, opening for goods traffic in 1880 (contemporary administration reports and later summaries differ slightly on the exact month, between April and July), with passenger traffic following shortly after. [The commonly cited figure of roughly 88 miles of line laid by the end of 1880 is worth confirming against the Administration Report on the Railways in India, 1880–81, before treating it as final.]

    The railway was being pushed through country where rivers, hills and difficult terrain presented substantial engineering challenges. Bridges formed an important part of the work, including the major crossing of the Wainganga; further east, the line encountered the hills around Darekasa, where a tunnel had to be driven through solid rock. It would be several more years before the line was extended fully to Rajnandgaon, completing the original Nagpur–Chhattisgarh connection in stages through 1881 and into early 1882.

    This was much more than a line drawn across a map. It was an attempt to create a new physical connection between Nagpur and the rice-producing districts of the east — and the traffic potential was considerable.

    From Bullock Carts to Railway Wagons

    The contrast between the old transport system and the railway could hardly have been greater. The bullock cart remained indispensable for the short journey between village and railway station, but once grain reached the railway, the scale changed entirely: a railway could collect the produce of an extensive agricultural region and move it towards distant markets without requiring thousands of animals to travel the entire distance.

    This was precisely the transformation famine administrators had begun to recognise. The First Indian Famine Commission, appointed in 1878, placed considerable importance on communications as part of famine protection, observing that the extension of railways and telegraphs had enormously increased the geographical area from which supplies could be obtained. The old limit imposed by cart transport could be replaced by a much wider system in which food could be brought from distant producing regions.

    The principle was straightforward: famine protection depended not only on producing food, but on connecting food-producing regions with places where food was needed. The Nagpur–Chhattisgarh Railway fitted naturally into this emerging philosophy, even though its origins lay in a much earlier commercial proposal.

    The Railway and the Rice Country

    Chhattisgarh was particularly important because of its agricultural character — the great plain around Raipur, Bilaspur and the surrounding districts was one of the major rice-producing regions of central India, and the railway provided a new outlet for this agricultural surplus. Stations became collection points; grain could move from the countryside to the railway, and from the railway into distant markets.

    This was one of the most important economic consequences of the railway. It was not merely connecting two administrative centres — it was connecting an agricultural region to a much larger commercial system. Markets expanded, commercial agriculture became increasingly tied to prices set elsewhere, merchants could operate over larger distances, and grain once constrained by the carrying capacity of carts could now travel much farther.

    The Nagpur–Chhattisgarh Railway therefore belonged simultaneously to different worlds: to the famine administrator, a potential instrument of protection; to the merchant, an instrument of commerce; to the farmer, a new market — but also a new exposure to forces well beyond the district. These purposes would sometimes reinforce one another, and at other times come into direct conflict, as the events of 1896–97 would show.

    From Nagpur–Chhattisgarh to the Bengal–Nagpur Railway

    The original State railway did not remain an isolated metre-gauge line for long. The Bengal–Nagpur Railway was formed in 1887 with the express purpose of taking over the Nagpur–Chhattisgarh line, converting it to broad gauge, and extending the system eastward to meet the East Indian Railway near Asansol — a takeover and conversion process completed over the following year.

    What had begun as a railway connecting Nagpur with the eastern districts of the Central Provinces became part of a much larger network linking Bombay, Central India, Chhattisgarh, Bengal and the Gangetic region. By the early 1890s, this had created a new east–west railway corridor across central India. The railway to the rice country had become part of an imperial railway system — and that system would soon face its greatest test.

    The Famine of 1896–97: A Railway Put to the Test

    The famine of 1896–97 offered a real test of whether railway-based famine protection worked in practice. By then the network was vastly larger than when the first Famine Commission had met, and the Bengal–Nagpur Railway had become particularly important because it crossed the great rice-producing plain of Chhattisgarh and connected it with Bengal and Bombay.

    The official famine report described the railway as being of “inestimable value” during the crisis. Large quantities of rice moved out of the producing districts of Chhattisgarh and Sambalpur towards areas suffering from scarcity, and the railway also allowed food to move in the opposite direction — approximately 50,000 tons of Burma rice were brought from Calcutta towards Bilaspur and other distressed districts.

    The railway also transformed famine administration itself: the authorities at Nagpur no longer had to depend on a road journey of more than 200 miles to reach the Chhattisgarh Division, and supervision, communication and the movement of supplies all became considerably easier. In this respect, the railway passed an important part of the test.

    Could Railways Prevent Famine?

    There was, however, a deeper problem. A railway could move grain. It could not decide where the grain should go, and it could not automatically ensure that the people living in a grain-producing region could afford to buy it.

    Before the railway age, poor communications could trap a surplus within a region — inefficient, but it could also leave food physically close to the population that produced it. Railways changed that equation: a surplus could now be sold hundreds of miles away, which was economically transformative but, during a famine, could become genuinely controversial. Contemporary and later observers pointed out that railway connections could facilitate the export of grain from producing areas even while prices were rising locally.

    The Central Provinces experienced significant increases in grain prices during the famine of 1896–97, and Nagpur itself witnessed grain riots. The Bengal–Nagpur Railway, celebrated as a famine-protective railway, was therefore part of a far more complicated economic system than that label suggests — it could carry food into a famine-stricken district, and it could carry food out of a producing one. It had solved the problem of physical isolation. It had not solved the problem of purchasing power or fair access to food among the people who needed it most.

    The Great Paradox of the Famine Railway

    This is the most revealing part of the Nagpur–Chhattisgarh story. The railway did exactly what its advocates had promised — it reduced the tyranny of distance, allowed grain to move faster and farther, and connected one of India’s major rice-producing regions with distant centres of demand. During the 1896–97 famine, this capacity became an essential part of famine administration.

    But the same railway was also an instrument of commercialisation. It integrated regional markets, encouraged the movement of produce towards places where prices were higher, and weakened the old geographical boundaries within which local food economies had once operated. Railway connectivity was therefore neither inherently famine-producing nor inherently famine-preventing — its effect depended on the larger economic and administrative system in which it operated. A railway could bring rice from Chhattisgarh to a hungry population, or carry Chhattisgarh’s grain towards a distant market. Both movements were made possible by the very same technology.

    The Railway’s Enduring Legacy

    The railway that once pushed eastward from Nagpur towards the rice country of Chhattisgarh eventually became part of one of India’s major railway corridors. Its importance extended far beyond famine — it opened markets, encouraged the movement of agricultural produce, facilitated the development of mineral and forest resources, connected towns and encouraged the growth of new railway settlements.

    But famine remained an important part of its historical meaning. The story began with a question nineteenth-century administrators repeatedly encountered: what happens when one part of a country has food and another does not? The answer offered by the railway age was simple — connect them. The experience of Chhattisgarh showed why that answer was powerful. The famines that followed showed why it was incomplete.

    The Nagpur–Chhattisgarh Railway did not defeat famine. It defeated one of famine’s most dangerous allies — isolation — and in doing so, helped create the integrated railway economy of modern central India.

    When the Bellary–Hubli Railway was taken up as a famine-relief work in 1877, its immediate purpose was starkly practical. The Deccan and parts of the Madras Presidency were in the grip of a devastating famine, agricultural employment had collapsed and hundreds of thousands of people were dependent on relief. Railway construction offered the colonial government a means of providing subsistence to able-bodied people while, at the same time, creating a permanent public asset.

    But the social history of the Bellary–Hubli Railway did not end when the famine ended.

    Over the following two decades, the railway became part of a much larger transformation of the region. It connected agricultural producers to distant markets, encouraged the growth of Hubli, created permanent industrial employment and eventually helped turn the town into one of the important railway and industrial centres of the Deccan.

    The story of the Bellary–Hubli Railway is therefore not merely the story of a railway built during a famine. It is the story of how a famine-relief project became part of the making of a new railway society.

    A railway born in famine

    The origins of the Bellary–Hubli railway lay in the extraordinary crisis of 1876–78. Large parts of the Deccan and southern India had suffered successive failures of the monsoon, producing a catastrophic collapse of agricultural production.

    Bellary was among the worst affected districts. By early 1877, the Government was searching for large public works on which famine-stricken people could be employed. Railway construction appeared particularly attractive — unlike purely temporary relief expenditure, railway earthworks could provide employment immediately while leaving behind a permanent communication network. The Bellary–Hubli line consequently became one of the major railway relief works of the period.

    The labour employed on it did not necessarily come from villages along the alignment itself. Contemporary famine correspondence shows labour being moved between famine districts and major public works — people from Bellary, Cuddapah, Kurnool and Nellore were directed towards large works including the Bellary–Hubli railway. The railway was therefore part of a much larger geography of famine relief. A famine victim could move from an agricultural village to a relief centre, from there to a railway worksite, and potentially from one public work to another — the colonial administration was, in effect, attempting to manage a highly mobile population whose traditional sources of livelihood had collapsed.

    The railway as relief work

    The distinction between ordinary employment and famine employment matters. The objective of famine relief was not to reproduce the income a worker might have earned in a normal agricultural year — it was primarily to provide enough support to prevent starvation while encouraging able-bodied people to work.

    This philosophy produced a highly regimented system of relief labour. Workers were organised into gangs, assigned tasks and paid according to prescribed rates; food supply, wages, supervision and the physical capacity of the workers were all matters of administrative concern. The railway worksite was therefore more than a construction site — it was also a relief institution, bringing a new form of discipline into the famine landscape. A person who had previously worked according to the agricultural cycle now worked according to the timetable and task requirements of a public works department.

    The Government’s decisions reveal how closely different relief works were connected. In April and May 1877, officials were considering the movement of famine labour between the East Coast Canal and the Bellary–Hubli railway; migration from Bellary towards the canal was eventually discontinued because the railway was expected to absorb the available labour. The railway was becoming a destination within the Government’s system for distributing famine labour.

    The human geography of famine

    It is tempting to imagine the famine railway as being built by a stable population of local labourers. The evidence suggests a more complicated picture.

    The famine had disrupted entire communities, not merely agricultural labourers — cultivators, artisans, weavers and other occupational groups could be pushed into migration or dependence on relief. Contemporary missionary accounts, for example, record the distress of weaving communities in the Bellary–Hubli region: families that had previously maintained themselves through traditional occupations found themselves impoverished by the collapse of economic activity. Some entered relief employment. Others migrated. Some eventually returned to their traditional occupations.

    This matters because it reminds us that the people encountered on famine works were not simply an anonymous mass of labourers. They came from communities with occupations, skills, families and established social relationships — relationships the famine temporarily disrupted, and which the railway became one of the institutions through which displaced people attempted to survive.

    When relief became infrastructure

    The famine eventually receded, but the railway remained. This was the fundamental difference between railway relief and many other forms of famine expenditure. A road or tank built as a relief work could remain useful locally, but a railway formed part of a much larger network.

    The Bellary–Hubli railway was taken up again as part of the expanding Southern Mahratta Railway system. Government resumed construction in 1881, and the line subsequently became part of the permanent railway network — marking the beginning of the famine railway’s second life. During the famine, the railway had provided temporary employment. After the famine, the railway itself became an employer.

    The making of a railway workforce

    The establishment of the Southern Mahratta Railway workshop at Hubli in 1885 was a decisive moment. A railway could not operate merely with track and locomotives — it required an entire industrial workforce: mechanics, fitters, carpenters, blacksmiths, wagon workers, clerks, stores personnel, supervisors and many categories of supporting labour. The Hubli workshop introduced a new form of employment into a town that already possessed an important commercial and manufacturing economy.

    This distinction is worth holding onto. The railway did not create skilled labour in Hubli from nothing — the town and surrounding region already possessed artisans and manufacturers, including a substantial weaving community. What the railway did was place many existing practical skills within a new industrial organisation. A craftsman who had once worked independently or within a small workshop now encountered an economy in which technical skill could be applied to locomotives, carriages and wagons. The transformation was therefore not simply from “unskilled” to “skilled” labour, but from traditional and dispersed forms of production towards increasingly organised industrial employment.

    From artisan town to railway town

    Hubli was already an important commercial centre before the railway arrived — the 1881 Census described it as a significant commercial and manufacturing town, noting its association with the surrounding cotton-producing region. The railway did not create Hubli’s economic importance from scratch; it accelerated an existing process and redirected it.

    Cotton grown in the surrounding countryside could increasingly move towards railway-connected markets. The railway altered the old geography of trade, reducing dependence on long-distance bullock-cart transport towards the Kanara coast and strengthening Hubli’s connection with the wider commercial system leading towards Bombay — a powerful combination of agricultural hinterland, railway, market town and distant commercial market. Hubli was ideally positioned to benefit from it.

    The changing fortunes of Hubli and Dharwar

    The demographic record makes the transformation visible. Hubli had about 36,700 inhabitants in 1881; by 1891 its population had risen to more than 52,000, and by 1901 it had reached approximately 60,000. Dharwar, by contrast, grew much more slowly.

    This divergence is significant because Dharwar had traditionally been an important administrative and commercial centre — the railway increasingly shifted commercial and industrial activity towards Hubli instead. The railway station became a centre of exchange; goods moved through the town; merchants, transport workers and artisans found new opportunities; and, most importantly, the railway workshop created a permanent industrial employer. Hubli was gradually becoming more than a market town. It was becoming a railway town.

    The railway and the cotton economy

    The transformation of Hubli cannot be separated from the cotton economy. The surrounding region was an important producer of cotton, including the variety known as Dharwar-American cotton. Before the railway, moving agricultural produce over long distances was expensive and slow; railway connectivity altered that calculation, and cotton could increasingly move from the producing region towards railway junctions and then to larger markets.

    This generated several layers of economic activity: the cultivator produced the cotton, the trader purchased it, the railway transported it, the merchant in the larger market sold it — and Hubli increasingly served as the connecting node between these different worlds. The railway workshop was therefore only one part of a wider railway economy.

    A new urban labour market

    By the beginning of the twentieth century, the transformation was unmistakable. A 1907 description of Hubli records a substantial industrial workforce, with the Southern Mahratta Railway workshops employing an extraordinarily large proportion of the town’s industrial workers; cotton mills and other industries provided additional employment. The railway had become one of the principal institutions shaping the city’s labour market.

    This represented a profound change from the world of 1877. During the famine, employment on the railway meant survival. A generation later, railway employment could mean a regular industrial occupation.

    The two forms of labour should not be confused. We do not yet possess evidence showing that the same individuals who worked as famine labourers on the Bellary–Hubli construction subsequently became workshop employees. But there is a clear institutional continuity: the famine created the immediate circumstances in which the railway was built; the railway then remained behind as permanent infrastructure, generating an expanding demand for labour. The transformation runs, in sequence: famine relief → railway construction → permanent railway → workshop employment → urban industrialisation.

    Not all change meant prosperity

    The railway’s social consequences were not uniformly beneficial. The same commercial integration that opened new markets also placed traditional producers under new pressures. Handloom weaving, for example, increasingly became concentrated in urban centres such as Hubli, with weavers progressively drawn into commercial systems in which merchants and jobbers supplied yarn and controlled the sale of finished cloth.

    The railway therefore connected producers to larger markets, but it also exposed them more directly to competition and commercial dependence — an important qualification to the conventional story of the railway as a straightforward engine of progress. Railways could create opportunities while simultaneously weakening older forms of economic independence.

    From famine population to railway society

    Seen over a longer period, the Bellary–Hubli railway produced three distinct social phases.

    1877 — the railway as relief. A famine-stricken population was mobilised into organised railway labour. The immediate objective was subsistence, while the Government sought to convert relief expenditure into useful infrastructure.

    1880s–1890s — the railway as employment. The railway became permanent. The Hubli workshop introduced continuing demand for skilled and semi-skilled labour and created new occupational possibilities.

    Around 1900 and after — the railway as urban institution. Hubli emerged as an important railway junction, commercial centre and industrial town, with railway employment, cotton trade and urban growth increasingly interconnected.

    The significance of the famine railway therefore lies not only in what it did during the famine. Its deeper significance lies in what remained after the famine.

    A different kind of railway history

    The history of Indian railways is often written through lines, bridges, locomotives, contracts and engineering achievements. The Bellary–Hubli railway invites us to look at the railway from another direction.

    Its first passengers were not the most important people in its history. Its first great social constituency was a population struggling to survive — built by people whose normal livelihoods had been disrupted by famine, before it went on to become part of a system that changed where people worked, where goods were sold and which towns prospered.

    We should nevertheless resist the temptation to draw a direct line between the individual famine labourer of 1877 and the skilled railway worker of 1900 — the evidence does not allow us to make that claim. What we can say is more interesting: the famine created the conditions in which the railway acquired an extraordinary social role, and the railway then outlived the crisis that had justified its construction, becoming one of the institutions through which the region reorganised itself.

    The Bellary–Hubli Railway thus offers a powerful example of how a famine railway could evolve from an instrument of relief into an agent of social and economic transformation.

    The story began with hunger. It ended, at least in part, with the making of a railway-industrial society.

  • The Railway Built Against Famine

    Southern Mahratta Railway and the Limits of an Imperial Promise

    During my posting in Pune Division of Central Railways I found a lot of mention of Southern Mahratta Railway particularly in the Miraj Sangli area. However at that time I was not aware of the peculiar origin of this railway rooted in the recurring famines in the region. It was only when I stated researching for the Famine Railways in India that I came to know this aspect of Southern Mahratta Railway.

    In the summer of 1876, the Deccan was entering one of the most devastating famines of nineteenth-century India. The failure of the monsoon was becoming a crisis not merely of agriculture but of movement. Villages that depended on their harvests were suddenly cut off from food supplies elsewhere, while the collapse of agricultural employment left thousands without the means to buy what little grain was available.

    It was in this landscape of hunger, drought and geographical isolation that an unusual idea emerged: could railway construction itself become an instrument of famine relief?

    The answer would eventually produce the Southern Mahratta Railway.

    But the story is more complicated than the familiar claim that railways were built to prevent famine. The Southern Mahratta system began partly as a relief measure, was subsequently transformed into a government-backed protective railway, and eventually became an important regional network. Yet when famine returned, the railway could mitigate scarcity without eliminating the conditions that produced it. Its history is an unusually revealing case study of the ambitions and the limits of colonial India’s famine policy.

    A railway conceived in a famine

    The immediate background was the great famine of 1876–78, which affected large parts of the Deccan and southern India.

    Dharwar, in the Bombay Presidency, was particularly vulnerable. Its agricultural economy depended heavily on the monsoon, and the failure of rainfall rapidly translated into declining agricultural employment and rising food prices.

    In September 1876, E. P. Robertson, Collector of Dharwar, reported the growing distress and proposed the commencement of useful public works — among them, railway earthworks towards the Kanara frontier.

    The logic was obvious enough: a railway would provide employment during the famine while simultaneously creating permanent infrastructure that could improve communications afterward. Two objectives that would increasingly define colonial famine policy were being joined here for the first time — relief in the present, and protection against famine in the future.

    The Bombay Government approved preparations in October 1876. The Government of India, however, was initially cautious — reluctant to commit itself to large railway expenditure simply because famine had created an urgent demand for employment.

    That hesitation is worth pausing on. The railway was not treated as an unquestioned humanitarian solution from the outset. There was an unresolved question at the heart of the proposal: was the Government providing relief employment, or committing itself to an expensive railway project under the cover of famine relief?

    The Bellary–Hubli experiment

    The decisive change came after Sir Richard Temple’s inspection of the famine-stricken regions. In February 1877, he recommended that earthworks on the Bellary–Hubli railway begin as a relief work. The Government of India sanctioned the proposal on 20 February.

    The terms of that sanction reveal how experimental the arrangement still was: the Government authorised the earthworks for the employment of relief labour without committing itself to the ultimate construction of the railway. The railway did not yet exist as an approved infrastructure project — its formation was being used as a famine-relief workplace. The embankment became, for the moment, part of the machinery of famine administration: thousands of distressed people employed on earthworks, while the Government could claim the expenditure was producing something useful rather than simply distributing relief.

    This was the start of an important shift in the philosophy of famine relief — a relief work could become a permanent asset.

    From relief work to protective railway

    The 1876–78 famine exposed a further problem: a famine-prone district could suffer catastrophic scarcity even when food was available elsewhere, because the regions immediately surrounding it might themselves be experiencing poor harvests.

    A railway offered a possible answer. If food could be brought from a distant surplus region, a district’s dependence on its immediate agricultural hinterland could be reduced. This was the beginning of the idea of the protective railway — no longer justified simply by the revenue it might generate from passengers and goods, but by its capacity to move food during a crisis.

    This distinction became more important still after the recommendations of the Famine Commission, which held that some lines might be justified even where their commercial prospects were weak, because they served a broader protective purpose. The Southern Mahratta Railway became one of the most important examples of this philosophy.

    The second phase: Hotgi–Gadag

    The next stage came in April 1879, when the Government commenced the Hotgi–Bijapur–Bagalkot–Gadag railway as a famine-relief work — a distinct phase from the Bellary–Hubli relief experiment of 1877, though both eventually became associated with the Southern Mahratta system.

    The geographical logic was compelling: the line penetrated the drought-prone interior of the Deccan and connected it to the wider railway network, through country where agriculture was highly vulnerable to rainfall. It promised to perform two functions at once — facilitating trade and regional integration in normal years, and providing a route through which food could reach scarcity-hit areas in famine years. This dual purpose would remain at the heart of the railway’s justification for decades.

    The Government’s famine investment

    [Note: the figures below are widely repeated in secondary accounts of the Southern Mahratta Railway but are worth tracing to a primary source — likely the Administration Report on the Railways in India or the contemporary Famine Commission papers — before treating them as final.]

    By the end of the financial year 1881–82, approximately £394,000 had reportedly been spent on the Southern Mahratta Railway by the Government, of which about £291,000 was charged to the protective grant. A further £369,800 was provided in the following year’s estimates from the same fund.

    These were not ordinary commercial railway expenditures — they represented public money spent on infrastructure regarded as part of the country’s insurance against future famine. It was an early and considerable wager: spend before famine, improve communications, move food during the next scarcity, and reduce its severity.

    The railway becomes a company

    In 1882, the Government took the next step. The Southern Mahratta Railway Company was formed — on 1 June 1882, with its headquarters at Dharwar — under a government guarantee, and the railway passed from direct government construction to private operation.

    This reflected a broader shift in British Indian railway policy: the Government wanted private capital to build and run railways, but investors were understandably reluctant to commit large sums to lines through poor, drought-prone country. The guarantee was the solution.

    The Southern Mahratta Railway therefore occupied an unusual position from the outset — expected to operate as an ordinary company, yet justified partly by objectives no ordinary company would measure in profit. It was, at once, a railway, a commercial enterprise, and an instrument of famine protection — an ambiguity it would carry for decades.

    The commercial problem

    The regions the railway passed through were not among India’s richest commercial territories, and the line faced competition from established routes and alternative means of moving goods. Contemporary observers recognised that the Southern Mahratta Railway could not easily be justified on commercial grounds alone — it depended instead on the argument that commercial profitability was not its only purpose.

    That was the central bargain behind the protective railway: the state would accept a line with weak commercial prospects because its social and strategic value was judged greater than its financial return. But this raised an obvious question — if the railway was justified by famine protection, how could that benefit actually be measured? The answer would only come when famine returned.

    The real test: famine returns

    The great famine of 1896–97 provided one of the first major tests of the railway’s protective function. Goods traffic on the line increased sharply as grain moved toward famine-affected regions; when the famine ended, the exceptional grain traffic disappeared and earnings fell back with it.

    This matters because it shows something easy to overlook: the railway was not merely supposed to help during famine — it demonstrably carried famine traffic, and had become part of the emergency food-supply system. But the same evidence exposed the limits of the experiment. A railway could move grain into a district; it could not create grain where the harvest had failed, nor guarantee that every poor household could afford to buy what arrived. The railway solved a problem of physical connectivity. Famine was a much larger problem of economic access.

    1899–1900: the protective railway under pressure

    The famine of 1899–1900 sharpens the picture further. The Southern Mahratta Railway again saw traffic rise with the movement of grain to famine-stricken districts — imports of food increased while exports declined, exactly the kind of shift the protective railway had been designed to enable, allowing the Deccan to draw supplies from beyond its immediate famine-stricken hinterland.

    But there were not enough wagons. Available rolling stock limited how much traffic could actually move — a detail more revealing than it first appears. A railway track by itself could not protect a population from famine; effective famine transport required tracks, locomotives, wagons, staff, loading facilities, storage, feeder roads and distribution networks together. The Southern Mahratta experience showed that infrastructure had to be understood as a system, not a single line on a map.

    Famine was also a question of livestock

    The railway’s protective role extended beyond grain. During the 1899–1900 famine, the Government requested changes in railway rates to facilitate the movement of grass from Dharwar and Belgaum toward Poona — a response to a less obvious dimension of rural famine.

    For an agricultural household, the loss of cattle could be almost as devastating as the immediate shortage of food: cattle meant draught power, transport, manure, capital, and the ability to resume cultivation once the famine passed. Saving livestock helped preserve the productive capacity of the countryside itself. The famine railway, in other words, was carrying more than food — it had become part of a wider logistical system aimed at keeping the agricultural economy alive.

    Did the railway succeed?

    If the original promise was that the Southern Mahratta Railway would make the Deccan free from famine, the answer is no. Famine returned repeatedly; the railway could not prevent drought, crop failure or poverty, and it never became commercially successful in the conventional sense — its weak traffic and dependence on state support showed how hard it was to combine ordinary railway economics with the demands of famine protection. Later scholarship has been correspondingly critical of the railway’s famine-protection claims, arguing it fell well short of the sweeping protection originally promised.

    Calling it simply a failure, though, would miss something real. During the great famines of the 1890s, the railway demonstrably carried grain into distressed regions, and participated in moving fodder and other famine-related traffic. A more precise verdict is possible: the Southern Mahratta Railway failed to prevent famine, but it helped mitigate famine once famine occurred. That distinction matters.

    The limits of steel rails

    The Southern Mahratta experience reveals a deeper problem with the nineteenth-century faith in infrastructure as a solution to social crises. A railway can overcome distance. It cannot, by itself, overcome poverty.

    Grain might exist several hundred miles away, and a railway could carry it there quickly — but the poorest agricultural labourer still needed the income to buy it once it arrived. And even reaching the railway station was only the first link in a longer chain: station to cart, cart to village, village to household. A wagon shortage could interrupt the first link; poor roads, the second; high prices, the third. The railway could change the geography of famine without abolishing famine itself — perhaps the central lesson of this whole experiment.

    From famine railway to regional railway

    The Southern Mahratta Railway ultimately outgrew the purpose it had been conceived for. The system expanded into a much larger network connecting the Deccan with Mysore, Bellary, Poona, the east coast and eventually Goa. It became increasingly important for ordinary commercial traffic, agriculture and regional markets — its stations linking villages to distant towns, its lines carrying grain in normal years as well as famine years. In the process, it helped reshape the economic geography of the Deccan. The famine railway had acquired a life of its own, culminating in its 1908 merger with the Madras Railway to form the Madras and Southern Mahratta Railway.

    A railway against famine

    The Southern Mahratta Railway began with a simple but ambitious proposition — that the same railway which could provide employment during famine could also protect people from the next one. The idea was remarkably modern: build infrastructure in a crisis, create employment, improve connectivity, integrate markets, move food from surplus to deficit, and reduce the vulnerability of isolated communities.

    But infrastructure alone could not accomplish all of that. The railway could move grain, move fodder, connect regions and reduce isolation — but it could not control the monsoon, eliminate poverty, or guarantee that food reached everyone who needed it. Its greatest achievement was not making the Deccan famine-proof. It was changing the geography through which famine was experienced. Before the railway, a failed harvest could leave a district dangerously dependent on its immediate surroundings; after it, the same district could draw on a far wider food economy. That was no small achievement — but it was not the end of famine either.

    The Southern Mahratta Railway stands as one of colonial India’s most revealing experiments in protective infrastructure: a railway born from famine, financed partly as famine insurance, tested by later catastrophes, and ultimately transformed into a regional network far larger than its original purpose.

    A railway can bridge a geographical distance. It cannot, by itself, bridge the distance between food and hunger.

    The Need, the Idea and the Philosophy Behind India’s Protective Railways

    The story of India’s famine railways is not simply the story of lines built during times of scarcity. It is the story of how drought, geography, markets and colonial policy came together to transform the railway into an instrument of famine protection.

    When the Railway Became More Than a Railway

    When the first railways were built in India in the 1850s, famine prevention was not their principal purpose. The railway was conceived largely as an instrument of commerce, military mobility and administration — connecting ports with the interior, opening agricultural regions to markets, moving troops and goods faster than ever before.

    Yet within a few decades, another purpose had emerged.

    India’s recurring famines revealed a peculiar geographical problem. A region could be facing devastating crop failure while another part of the country possessed adequate or even abundant supplies of food. The problem was often not that India lacked food. It was that food could not reach the people who needed it.

    The railway appeared to offer a solution: connecting distant agricultural regions, ports and markets, moving grain from surplus to scarcity at a scale and speed the traditional transport system could never match.

    Thus emerged an entirely new idea in Indian railway policy — a railway could be justified not only by the traffic it generated, but by the famine it might prevent. This was the philosophy behind what came to be known as the protective railway.

    The Geography of Famine

    The roots of the problem lay in India’s geography and climate. Nineteenth-century Indian agriculture was overwhelmingly dependent on the seasonal cycle of rainfall, and the Indian Famine Commission of 1880 began its inquiry precisely there — with the marked seasonal character of India’s rainfall, and the considerable variation between regions.

    The southwest monsoon supplied the principal rainfall across much of the country, while parts of the eastern coast depended on the later northeast monsoon, and northern India had a winter rainfall regime of its own. A deficient monsoon might devastate one district while a neighbouring region enjoyed an adequate harvest.

    This produced the central paradox of Indian famine: India could contain both famine and food at the same time. The challenge was to connect the two.

    Before the railway age, long-distance grain movement depended on bullock carts, pack animals, local roads, rivers and coastal shipping — slow and expensive over great distances, and worse during drought, when the animals themselves needed food and water they could not spare.

    The railway changed the equation. A district once dependent almost entirely on its own hinterland could now draw food from hundreds of miles away. Famine was beginning to shift from a problem of local production into a problem of regional distribution.

    The Great Famine of 1876–78

    The decisive turning point came with the great famine of 1876–78, which devastated large areas of southern and western India and became one of the defining disasters of nineteenth-century British India — and an enormous practical test of the railway system.

    The Government’s own Report on the Railway Famine-Traffic in the Presidencies of Madras and Bombay and the Province of Mysore in 1876–78, compiled by Henry Wilberforce Clarke, documented the movement of food, railway traffic and relief operations during the crisis. It shows that the railway had already begun functioning as part of the machinery of famine relief — even before the idea of the protective railway had been fully worked out. Stocks of food existed in Bengal, central and northern India, and the railway offered a means of moving them toward the affected regions.

    The lesson was plain: where railway communication existed, food could be moved. Where it did not, the existence of food elsewhere offered little real protection. If railway communication could save people during a famine, perhaps railway construction could be used before the next one to make that protection possible in advance.

    The Great Paradox: A Railway Cuts Both Ways

    Here is the twist that makes this story more than a tale of infrastructure triumph.

    The railway’s greatest strength was also its greatest limitation. It connected markets — but markets respond to prices, not to human need. A railway could carry grain rapidly toward a region where prices were rising because of scarcity. That was the intended effect: higher prices drew traders and grain into distressed areas.

    But the same commercial logic could just as easily carry grain away from a starving district, if better prices beckoned elsewhere. A railway built to rescue a famine-stricken region could, in the wrong season, become the very route by which its last reserves of grain left for a richer market.

    Contemporary critics questioned whether railway-driven market integration was always good news for famine’s victims. Later scholarship on the Famine Commissions has noted the same tension: railways were seen as a major benefit for spreading food where it was needed, while also carrying the uncomfortable possibility of enabling exports out of famine-struck areas. The 1898 Famine Commission credited the railway network with making food prices more uniform across India, and argued that even if the area touched by distress grew, its intensity could fall.

    That is the paradox at the heart of the famine railway: it could make food more mobile without making food more affordable.

    From Famine Relief to Famine Protection

    Railway construction and famine relief were connected in a second way. When agriculture collapsed, rural employment vanished with it — and public works, including railway earthworks, could provide wages to people who had lost their livelihood.

    This gives us two distinct relationships worth keeping separate:

    • The railway as relief — construction itself employed people during an ongoing famine.
    • The railway as protection — the completed railway reduced the severity of future famines.

    A line built with famine labour was not automatically a protective railway in the technical sense that follows. The distinction matters, because the term “famine railway” is used loosely today — and this series will try not to.

    The Famine Commission of 1880 — and a New Question

    The experience of 1876–78 led to the Indian Famine Commission, whose 1880 report became the intellectual foundation of India’s later famine policy. It examined not just how relief should be administered once people were starving, but how the state could reduce the likelihood and severity of famine in the first place.

    The question changed from “How should the Government respond when famine occurs?” to “What should the Government build before famine occurs?” Railways sat at the centre of the answer, as the Commission recognised that the expanding railway and telegraph networks were transforming how different parts of India could trade and communicate with each other.

    Protective and Preventive

    The philosophy rested on a simple distinction.

    Irrigation was preventive — it reduced dependence on uncertain rainfall and protected agricultural production itself.

    Railways and roads were protective — they ensured that when production failed in one region, food from elsewhere could still reach it.

    Irrigation tried to prevent the crop from failing. The railway tried to prevent crop failure from becoming mass starvation. It did not make rain, grow crops, or eliminate drought — what it could do was reduce the geographical consequences of drought. Keep this distinction in mind; it is one of the keys to the whole programme.

    The End of Isolation

    Before extensive railway development, a famine-stricken district depended heavily on its own immediate surroundings. After railway expansion, that same district could become part of a much larger food economy — a failed Deccan harvest supplemented by grain from elsewhere in India, a drought-stricken interior district connected to a port, a surplus region feeding a distant deficit one.

    India was being transformed from a patchwork of regional food economies into an increasingly interconnected market — and this is why famine protection could justify railway construction even where ordinary commercial arithmetic would not.

    Why Commercial Railways Were Not Enough

    The districts most vulnerable to famine were rarely the most commercially attractive: dry, rain-dependent, agricultural, poor, distant from ports, poorly connected. A railway company chasing traffic alone had little reason to build there.

    The Government could see it differently. A line might yield modest returns while carrying enormous social value in a crisis — bringing in grain, carrying out produce in normal years, linking villages to markets, offering alternative employment, and easing the isolation of vulnerable people. This was the concept of the protective railway: justified not by profit, but by protection.

    Famine Insurance

    The protective railway became part of the Government’s wider policy of famine insurance. From 1881, the annual famine grant was formally split between famine relief, protective works (irrigation and railways) and debt reduction, with a meaningful share of that fund directed to protective railways over the following decade and a half.

    The railway had stopped being an incidental participant in famine policy and become an object of deliberate state investment — money spent in normal years to reduce the cost, in lives and suffering, of the next drought.

    Why Feeder Railways Mattered

    A protective railway did not need to be a major trunk route. Some of the most important famine-oriented lines were modest feeder routes, built simply to connect an isolated agricultural district to the existing network — grain markets to railway stations, stations to trunk lines, trunk lines to ports and surplus regions.

    A short branch line could matter far more than its passenger figures suggested. Its real value might lie not in ordinary traffic, but in whether it offered an alternative source of food the one year the local harvest failed — a form of strategic redundancy, giving vulnerable regions a second route through which food and relief could arrive.

    What the Railway Could Not Do

    The railway could move food, move people, move relief supplies, and create construction employment. It could not give a starving person the money to buy what had arrived. It could not restore a failed harvest, replace lost livestock, prevent indebtedness, guarantee employment, or eliminate poverty.

    It was one piece of a much larger system — irrigation, roads, railways, telegraph, grain markets, relief works, administration, and fiscal policy — the connective tissue binding these pieces together, not a substitute for any of them.

    The Great Test: The 1890s Famines

    The system was tested at scale in the famines of 1896–97 and 1899–1900, by which point the railway network was far larger than two decades before. A parliamentary debate in 1898 celebrated the protective railways financed through the Famine Insurance Fund, contrasting the recent famine — where food existed elsewhere and could be moved to where it was needed — with earlier famines in which both food and transport had been lacking.

    A later official account put the change plainly: railways had greatly reduced the intensity of famine, even as they extended the geographical area over which distress could be felt. In effect, they had turned famines of missing food and money into famines increasingly about purchasing power alone. That distinction may be the best measure of what the railway achieved — and what it did not.

    What, Then, Was a Famine Railway?

    The term deserves care. There is no single category covering every railway associated with famine. For this series, six are worth distinguishing:

    A railway is not a famine railway simply because it once carried grain during one. Nor is every line built in a famine-prone district automatically a protective railway. For each line in this series, the evidence must establish why it was proposed, how it was financed, and what purpose its builders intended.

    The Larger Legacy

    The famine railway’s legacy runs well beyond famine relief. It helped create a more integrated Indian economy — connecting hinterlands to markets, encouraging commercial agriculture, reducing transport costs, drawing isolated districts into the national network, and changing how Indians experienced geography itself. A district once tied mainly to its immediate surroundings could now reach markets hundreds or thousands of miles away.

    It was, simultaneously, a humanitarian instrument, an economic instrument, an administrative instrument, and an instrument of colonial integration — and no single lens fully explains it.

    The Central Idea

    The philosophy behind India’s famine railways can be reduced to one proposition:

    Drought could not be prevented everywhere. But famine could, at least in theory, be made less devastating by preventing geographical isolation.

    The railway was the instrument meant to realise that idea — carrying grain from surplus to deficit, carrying relief to the distressed, connecting isolated districts to wider markets, creating employment through construction, and turning a local agricultural failure into a problem a much larger economy might absorb.

    Yet the railway also revealed the limits of infrastructure. It could move food without guaranteeing the poor could buy it. It could integrate markets without eliminating poverty. It could reduce the intensity of famine without eliminating the suffering caused by lost livelihood. That tension sits at the heart of this history.

    From Famine to Railway Heritage

    Today many of the lines that originated in this period survive only as obscure branch lines, metre-gauge remnants, or abandoned embankments absorbed into larger systems. Their original purpose can vanish from memory entirely.

    An unremarkable stretch of line may once have represented a major experiment in the relationship between infrastructure and human survival — its embankment raised by famine labourers, its first wagons carrying grain toward a drought-stricken district, its existence justified not by expected profit but by the lives it might help protect the next time the monsoon failed.

    That is what makes the famine railways part of India’s railway heritage. They were never merely lines on a map. They were physical expressions of a nineteenth-century attempt to answer a question that remains relevant today: can infrastructure protect a society from the consequences of geographical and climatic inequality?

    The Famine Railway Series

    The stories that follow will examine the lines that emerged from this philosophy — some deliberately conceived as protective railways, others built as famine-relief works, others whose importance during famine only became clear after they were built. For each, we will ask not merely where the line ran, but why it was built, who demanded it, who paid for it, who built it, whom it served, and whether it fulfilled the purpose it was conceived for.
