Before the First Train: The Men Who Imagined Railways in India

As an Assistant scale officer my first posting was in Central Railway, the successor of the erstwhile Great Indian Peninsular Railway. When I first joined the service I was posted in Mumbai and my office was located in the Heritage Building of Chhatrapati Shivaji Maharaj Terminus(Earlier known as Victoria Terminus). Ever since the joining in Central Railway I was told that you are sitting at a place which is credited with running the first train in India. Ever since then I had this fascination of finding out the brains behind the running of first train in India. However when I dig deeper into the issue I found out that there were so many different minds who contributed to the idea of Railways in India.

Long before the whistle of the first passenger train sounded at Bori Bunder in 1853, the idea of railways had already been travelling across India. Engineers experimented with iron rails in Madras, merchants imagined new routes to the interior, Indian entrepreneurs saw the commercial possibilities of steam power, and railway promoters in Britain began to argue that the vast Indian subcontinent could be bound together by a network of steel. The first passenger train was therefore not the beginning of the Indian railway story. It was the moment when an idea that had been developing for more than two decades finally became visible to the public.

India Before the Railway

In the early decades of the nineteenth century, India was a land of enormous distances. Goods moved slowly. Cotton, grain, salt, timber, stone and other commodities travelled largely by bullock cart, pack animal, river boat and coastal vessel. Roads were often seasonal and unreliable, while rivers, though important, could not connect every region to the growing ports of the subcontinent.

The problem was not merely inconvenience. For the East India Company, slow communications meant slower movement of troops, officials and information. For merchants, it meant expensive transport and uncertain delivery. For engineers, it meant that the construction of roads, canals, bridges and irrigation works could itself become extraordinarily difficult.

At the same time in Britain, the Industrial Revolution was changing the meaning of distance.

Steam locomotives were demonstrating that heavy loads could be moved over land with a speed and regularity previously unimaginable. The railway was no longer merely an engineering curiosity. It was becoming a new form of transportation.

And some people in India began to wonder:

Could the same technology work here?

The answer was being explored earlier than is generally remembered.

The First Railway Ideas: Madras, 1831–32

One of the earliest known railway proposals in India emerged in the Madras Presidency around 1831–32.

The proposal was part of a broader attempt to improve communications and trade across the peninsula. At this stage, however, the railway envisioned was not necessarily the locomotive-hauled railway that would later become familiar. Wagons were expected to be drawn by animals. It was nevertheless an important conceptual step. The railway had entered the Indian imagination.

The significance of these early proposals lies not in whether they were immediately successful. They were not. Their importance lies in the fact that people in India were already considering railways as a serious means of overcoming the country’s geographical difficulties more than twenty years before the celebrated Bombay–Thane passenger train.

But the next great step would come from an engineer who was willing to experiment rather than merely propose.

Arthur Cotton: The Engineer Who Wanted to Prove the Railway

Among the earliest and most remarkable advocates of railways in India was Captain Arthur Thomas Cotton, an engineer of the Madras establishment.

Cotton had already begun thinking about the problem of transportation in India in a systematic manner. In 1836, he put forward proposals advocating the use of railways and became involved in an experiment that would give India one of its earliest railways.

His idea was simple. If roads were expensive and difficult to maintain, why not put heavy loads on rails? The opportunity came through the construction of roads around Madras.

Large quantities of granite were required, and transporting stone by conventional methods was slow and expensive. Cotton therefore helped establish a short railway from the Red Hills towards Chintadripet, near Madras, for carrying stone.

The line became known as the Red Hill Railroad. By 1837 it was operational. It was not a passenger railway in the later sense. It was essentially an industrial railway, built to solve a practical transportation problem. Yet historically it was extraordinary.

India had acquired a railway before the celebrated date of 1853. And Cotton was not content merely to lay rails. He wanted to see whether mechanical power could be applied to them.

The Strange Railway of Red Hills

The Red Hill experiment was remarkably inventive. The wagons could be hauled along the line, and experiments were made with different methods of propulsion. There were even attempts involving wind power. In 1838, experiments were conducted with a steam engine based on the rotary design associated with American inventor William Avery.

The significance of these experiments is easy to underestimate today. India was not simply waiting for a railway locomotive to arrive from Britain. Engineers in Madras were experimenting with the technology themselves.

The Red Hill Railroad was short-lived and served a very specific purpose. It never developed into the great railway network Cotton had imagined. Nevertheless, it demonstrated something fundamental:

Railways could work in India.

The experiment subsequently faded from public memory, overshadowed by the much more spectacular railway developments of the 1840s and 1850s. But historically, the Red Hills deserve to be remembered as one of the places where India’s railway story actually began.

The Railway Idea Spreads

During the 1840s, the railway question began to acquire a new seriousness.

Britain was experiencing an extraordinary railway boom. Thousands of miles of railway were being projected and constructed. Investors were pouring money into railway companies, engineers were developing new techniques and railway promoters were beginning to look beyond Britain.

India naturally attracted their attention. It was vast. It had valuable agricultural and mineral resources. It possessed major ports. And it had an enormous potential market for the movement of goods.

By this time the question was no longer whether railways were theoretically possible. The question had become:

What kind of railway system should India have?

This was the moment when a new group of railway pioneers appeared.

Rowland Macdonald Stephenson: The Railway Evangelist

Among them, none was more persistent than Rowland Macdonald Stephenson.

Stephenson became one of the most important early promoters of Indian railways. Unlike the isolated experimental projects of the 1830s, his vision was much larger.

He did not see railways merely as short industrial lines. He imagined a network. In 1844, he published his Report upon the Practicability and Advantages of the Introduction of Railways into British India. The very existence of such a detailed report demonstrates how far the railway debate had advanced.

Stephenson came to India and campaigned vigorously for his proposals. He saw the possibility of connecting Calcutta with the interior and ultimately with the great cities and commercial centres of northern India.

His railway was not simply about passengers. It was about coal, agriculture, trade, reducing the cost and time of transportation and it was about transforming the economic geography of India.

Stephenson’s vision helped provide the intellectual and commercial foundation for what would eventually become the East Indian Railway.

Dwarkanath Tagore: An Indian Who Saw the Future

And here the story takes an especially interesting turn.

The early railway movement was not exclusively a British story. Among the Indians who recognised the significance of the new technology was Dwarkanath Tagore, one of nineteenth-century Bengal’s most prominent entrepreneurs.

Tagore was fascinated by modern industry and technology. Steam engines, coal, commerce and transportation all formed part of his vision of an economically modern India. When Stephenson came to India to promote his railway plans, Tagore supported the railway idea. His particular interest was the possibility of connecting the Raniganj coalfields with the wider commercial network.

The significance of this should not be overlooked. Coal was the fuel of the Industrial Revolution. A railway connecting coalfields with markets and ports could therefore create an entirely new industrial economy.

Tagore’s friend William Theobald informed Stephenson that Tagore was very desirous of a railway to the Raniganj collieries and was prepared to raise a substantial portion of the capital for such a line if the project proceeded.

Tagore therefore occupies a special place in the story. He was not merely an Indian observing a new British technology. He was an Indian entrepreneur who understood that railways could become the infrastructure of industrialisation.

Bombay Begins to Dream of a Railway

While Bengal was thinking about coal and Calcutta, Bombay was developing its own railway vision. The commercial community of Bombay had obvious reasons to be interested. The port was expanding rapidly, and the hinterland contained cotton and other valuable commodities. But the Western Ghats posed a formidable barrier between the coast and the interior. A railway penetrating beyond Bombay could dramatically alter the economics of the Presidency.

In 1843, engineer G. T. Clark came to Bombay to examine the possibility of constructing a railway into the interior. His proposal, known as the Bombay Great Eastern Railway scheme, was examined by the Bombay Government. A report appeared in 1844–45. The idea found support among some of Bombay’s most prominent citizens.

Among them were two remarkable Indian businessmen: Jagannath Shankershett and Sir Jamsetjee Jeejeebhoy. These men were not passive spectators to the transformation taking place around them. They understood the commercial potential of improved transport and became associated with the early movement for railways in Bombay.

In April 1845, prominent citizens gathered at Bombay’s Town Hall and supported the railway scheme, leading to the formation of the Indian Railway Association. The railway movement was therefore acquiring an Indian commercial constituency.

John Chapman and the Great Indian Peninsula

Another important name now enters the story: John Chapman. Chapman became one of the principal promoters of the railway movement in Bombay and was instrumental in organising the provisional committee of what would eventually become the Great Indian Peninsula Railway.

The ambitions were enormous. The proposed railway was not conceived simply as a short suburban line between Bombay and Thane. Plans envisaged penetrating deep into the Indian peninsula and ultimately connecting Bombay with important inland commercial centres. The railway was expected to transform the movement of cotton, grain and other commodities towards Bombay.

The Great Indian Peninsula Railway was formally incorporated in 1849. Among those associated with its Bombay organisation were Shankershett and Jeejeebhoy, making the early history of the GIPR another example of Indian participation in the birth of the railway system.

The Railway Companies Take Shape

By the middle of the 1840s, the railway movement was no longer a collection of isolated experiments. It was becoming institutionalised. The Madras Railway Company was formed in May 1845. The East Indian Railway Company was also formed in 1845.

The Great Indian Peninsula Railway movement was gathering momentum in Bombay. Railway surveys were being undertaken. Routes were being debated. Capital was being sought. Engineers were being recruited. The British Government was increasingly forced to confront the question of how railways should be financed and controlled.

Yet there was still enormous uncertainty. Would Indians use railways? Would there be enough passengers? Would freight traffic be sufficient? Would the enormous cost of construction ever be recovered?And perhaps the most fundamental question:

Who would pay for India’s railways?

Dalhousie Enters the Story

By the late 1840s, railway construction had become a major question of imperial policy. Lord Dalhousie, who became Governor-General in 1848, had an unusual familiarity with railway development. Before coming to India, he had been President of the Board of Trade in Britain during a period of intense railway expansion. He therefore understood both the possibilities and the dangers of the new technology.

In 1850, Dalhousie produced an important minute on the introduction of railways into India. He approached the question cautiously, recognising that decisions made at the beginning could have consequences for the entire future system.

The railway question was moving from the realm of individual enthusiasts and private promoters into the realm of state policy. Another railway experiment was about to demonstrate just how useful locomotives could be for Indian engineering.

Roorkee: The Railway as an Engineering Tool

Before India’s first celebrated passenger train, another remarkable railway appeared at Roorkee. The construction of the great Solani Aqueduct, part of the Ganges Canal works, required the movement of enormous quantities of earth and construction material. A railway was used as an engineering aid.

This was another reminder that the earliest Indian railways were not necessarily passenger railways. They were tools. Tools for moving stone, for moving earth, for constructing canals and bridges,for opening up difficult terrain. The railway was gradually proving itself in the practical conditions of India.

The 1853 Decision

By the early 1850s, the railway movement had reached a decisive point. The experimental era was coming to an end. The Government was now considering a much larger railway system, and Dalhousie’s famous railway policy would provide the framework for rapid expansion.

In his major railway minute of April 1853, Dalhousie argued for a much more comprehensive approach to railway development than the limited experimental lines previously contemplated. He saw railways in terms of commerce, administration and military mobility, reflecting the strategic concerns of the colonial state as well as the economic arguments of railway promoters.

Ironically, by the time the famous minute was written, the first major passenger railway was already nearing completion.

16 April 1853: The First Passenger Train

And finally came the moment that would enter every Indian railway textbook. On 16 April 1853, a train left Bori Bunder in Bombay for Thane. It was the first passenger railway service generally recognised as the beginning of India’s railway era. Three locomotives—Sindh, Sultan and Sahib—hauled the train.

Crowds gathered to witness the extraordinary spectacle. For the public, it was a beginning. But historically, it was not. The railway had already existed in India for years. Engineers had experimented with rails. Stone had already travelled by railway. Steam propulsion had already been tested. Indian entrepreneurs had already discussed railway investment. Railway companies had already been formed. Engineers had surveyed routes. And railway promoters had already imagined lines stretching hundreds of miles across the subcontinent.

The journey from Bombay to Thane was therefore not the birth of the railway idea. It was the public unveiling of an idea that had been developing for more than twenty years.

The Men Behind the First Train

When I look back at the famous photograph and paintings of the Bombay–Thane train, it is tempting to imagine that India’s railway history began with those three locomotives.

But behind them stood a much larger cast of pioneers.

Arthur Cotton had experimented with rails and demonstrated their practical value in Madras. Rowland Macdonald Stephenson had argued passionately for a railway system connecting India’s great commercial centres. Dwarkanath Tagore had recognised the railway’s potential to transform Indian commerce and industry. John Chapman helped organise the railway movement in Bombay. Jagannath Shankershett and Jamsetjee Jeejeebhoy demonstrated that influential Indian businessmen could become active supporters of railway development. George Turnbull and other engineers would subsequently turn ambitious proposals into actual railway lines. And Lord Dalhousie would give the expanding railway system a coherent imperial policy.

However did not all share the same motivations. Some saw profit. Some saw industrial development. Some saw improved communications. Some saw military advantages. Some saw administrative convenience. Some, like Dwarkanath Tagore, saw the possibility of bringing the Industrial Revolution itself into India. But together they created something far more important than a railway line. They created the idea of a railway India.

Beyond Bombay–Thane

The greatest irony of the railway’s early history is that the first passenger train has become so dominant in popular memory that the remarkable experiments that preceded it have almost disappeared.

The Red Hill Railroad is rarely remembered. The early Madras proposals are scarcely known.Arthur Cotton’s railway experiments have been overshadowed by his later fame as an irrigation engineer. Dwarkanath Tagore’s railway ambitions receive little attention outside specialist histories of Bengal. The railway discussions at Bombay’s Town Hall are largely forgotten. And the engineers and businessmen who spent years arguing over routes, capital and technology disappeared behind the legend of the first train. Yet these forgotten stories are precisely what make the railway heritage of India fascinating.

The railway did not arrive fully formed on 16 April 1853. It evolved. It was proposed, rejected, reconsidered and experimented with. It emerged from the meeting of British industrial technology with Indian geography, Indian commerce and Indian engineering problems.

The first railway passengers were therefore not simply travelling on a new line. They were travelling on the culmination of more than two decades of experiments, arguments, ambitions and failures.
